"It is our strenuous efforts to curtail delay in the disposal of cases and to dispense justice to the litigants without any discrimination."

This was said by Chief Justice of Pakistan, Justice Iftikhar Muhammad Chaudhry, while addressing as chief guest the functions held to celebrate 'Completion of 11 years of construction of Circuit Court of Sindh High Court, Larkana, arranged by High Court Bar and District Bar Associations of Larkana, and also later talking to the newsmen on Friday.

The Chief Justice said the Constitution of Pakistan had the status of a unique measure and its implementation was bound to ensure rule of law, and whatever was there must be brought into practice.

About construction and establishment of Circuit Court of Sindh High Court he said it was the result of endeavours of the fraternity of lawyers and the people of the area who had love for the rule of law.

He added that this Court helped a lot in dispensation of justice, but this must he without discrimination and the litigants having less resource and other downtrodden people should not be made victim of delay in disposal of their cases, because this is their legitimate right.

The Chief Justice said delay in disposal of cases causes a flaw in the system. He said to establish the rule of law was an uphill task, but it must be there.

He said that complaints about delay in disposal of cases come from all quarters. "It is a must to overcome this problem."

He eulogised Sindh High Court for curtailing delay, and added that cases pertaining to Sindh would now be shifted to Sindh Registry of the Supreme Court at Karachi. It was being strived that litigants of Sindh should not have to travel all the way to Islamabad to get justice, he added.

About the hearing of cases of detainees, he said the Law Commission provided them lawyers and the hearing of cases remained constant. He said, "In some cases the Apex Court takes suo motu action."

He said orders had been issued for the implementation of the verdicts of Supreme Court and the copy of decision would also be sent to High Courts and Sessions Courts.

The Chief Justice of Pakistan underlined the need for establishing 'International Chamber of Arbitration', and added that tribal disputes could be resolved through mediation.

He held out assurance to do substantial effort regarding human rights, and the rights of women would also be safeguarded.

Justice Chaudhry said that merit would strictly be observed in selection of Judges and this principle would also be adopted in filling three positions in Sindh High Court. He said better facilities would be extended to Judges to serve better.
